Work starts on Chapanoke, 200 affordable homes in Raleigh
Harmony Housing, Gilbane Development and F7 International broke ground on the nearly $58 million community next to Wake Tech's public safety campus.

Harmony Housing Affordable Development, Gilbane Development and F7 International Development have broken ground on Chapanoke, a nearly $58 million, 200-unit apartment community at 326 Chapanoke Road in Raleigh. The three developers together make up Raleigh Community Partners LLC. Wake Tech and the City of Raleigh marked the groundbreaking on Oct. 21, 2026.
Chapanoke will have 66 one-bedroom, 86 two-bedroom and 48 three-bedroom apartments for households earning between 30% and 70% of area median income. The City of Raleigh says 40 of the homes will be supportive housing for residents with disabilities, and Wake Tech says at least 30% will be reserved for eligible low- and moderate-income Wake Tech students. The site sits next to Wake Tech's Public Safety Education Campus, on land the college donated, and near the planned Southern Wake Bus Rapid Transit corridor. Completion is expected in early 2028.
"Chapanoke demonstrates what we can accomplish when public and private partners come together around a shared purpose," said Tanya Eastwood, president and CEO of Harmony Housing Affordable Development. Monte Montague, president of Triangle-based F7 International, said in the release: "As a Southeast Raleigh native, this one is personal."
The financing combines tax credit equity, private loans and local public money. Greystone Real Estate Capital provides Low-Income Housing Tax Credit equity, and Greystone Housing Impact Investors LP and Citi Community Capital support construction and permanent financing. The City of Raleigh approved $4.5 million, and Wake County is providing $7.1 million plus a low-cost, long-term land lease; the city says the homes will stay affordable for at least 30 years.
